CITY OF CLAFLIN
COUNCIL MEETING MINUTES
September 12, 2011
Present
 
The governing body of the City of Claflin met in regular session, Monday, September 12, 2011 at 7:33 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Leon Oberle and Dan Michaelis. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Murine Prosser and Lois Krier.
Approve minutes. Schneweis moved, Oberle seconded with all in favor, to approve the minutes of the August 8, 2011 council meeting as written.
Approval of agenda. Hubbard moved to approve the agenda. Michaelis seconded with all in favor.
Payment of bills. After discussion, Oberle moved to pay the September 2011 bills. Hubbard seconded with all in favor.
Receive visitors. None at this time.
Dept. head reports. Hayes would like to purchase a cordless 4-tool kit. By council consensus he can purchase a kit for up to $500.00.
Claflin’s 125th anniversary. Claflin’s 125th anniversary will be in 2012.  The group that put together the “All School Reunion” would like the city’s permission to put on a celebration for the city’s 125th anniversary.  By council consensus, they will proceed with planning the event. 
Junk Vehicles. Robert Kelly has removed one of the junk vehicles in his yard and will work on getting the other tagged properly. Police Chief Gunder is to make sure he follows through with getting it tagged.
Semi ordinance. Tabled to the October 11th council meeting. Hayes will check the cost of installing hookups for semis.

Schneweis moved to adopt ordinance #1-912D, which adopts the "standard traffic ordinance for Kansas cities for 2011 and Ordinance #1-912C, which adopts the "uniform public offense code for 2011. Oberle seconded with all in favor.
Dilapidated structures. The extension for demolition on several structions was August 31, 2011. Nothing has been done with several of these structures. Hayes will talk to the owners of these structures and if they do not remove them, the city will either remove or have them removed and the owner will be billed. Several other dilapidated structures were discussed and placed on the October agenda.
Contract w/school. Tabled to the October meeting.
Darin’s anniversary. Darin Martin has been employed by the City of Claflin for a year. Hayes is very pleased with his work. After much discussion Michaelis moved to give Martin a 4% increase. Oberle seconded with all in favor.
Childhood cancer awareness proclamation. Hubbard moved to adopt the 2011 Childhood Cancer Awareness Proclamation. Schneweis seconded with all in favor.
Adjournment. Michaelis moved to adjourn the meeting at 8:40 PM. Oberle seconded with all in favor.
