The governing body of the City of Claflin met in regular session, Tuesday, October 11, 2011 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt and Richard Hayes. |

Approve minutes. |
Oberle moved, Schneweis seconded with all in favor, to approve the minutes of the September 12, 2011 council meeting as written. |

Approval of agenda. |
Hubbard moved to approve the agenda with the deletion of #7. Nixon seconded with all in favor. |

Payment of bills. |
After discussion, Oberle moved to pay the October 2011 bills. Hubbard seconded with all in favor. |

None at this time. |

Dept. head reports. |
With council consensus, Hayes is to get bids for a bed liner, toolbox and headache rack for the new city pickup. |

Dilapidated structures. |

Lease agreement w/school. |
Mayor Urban and Attorney Suelter have met with USD 112 attorney and superintendent to go over the lease agreement. After much discussion, Attorney Suelter will take new terms back to the school for consideration.
By council consensus, the city crew can use the city’s backhoe, at $100.00 an hour, to dig a hole at the High School for the wind generator. |

By council consensus, the city will become a member of Kansas One Call. |

CMB temporary permit. |
Schneweis moved to adopt Ordinance #11-1011, which adds sections to provide for the issuance of special cereal malt beverage permits. Oberle seconded with all in favor. |

Executive session. |
Nixon moved to go into executive session for 15 minutes for the purpose of discussing non-elected personal, from 8:45 to 9:00 PM, with only the mayor and city council asked to stay. The regular meeting was reconvened at 9:00 PM. No action was taken. Nixon moved to go into executive session for another 15 minutes for the purpose of discussing non-elected personal, from 9:05 to 9:20 PM, with only the mayor and city council asked to stay. The regular meeting was reconvened at 9:20 PM. No action was taken. |

Oberle moved to give the following increases: Robert Suelter 2% increase Patty Schmidt 2% increase Richard Hayes 4% increase Schneweis seconded with Oberle and Schneweis in favor, Nixon and Hubbard opposed. Due to the tie, Mayor Urban cast the tie-breaking vote, making it 3 in favor and 2 opposed. Motion passed. |
