The governing body of the City of Claflin met in regular session, Monday, November 14, 2011 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Dan Michaelis and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard and Christina Hayes, James Wright and Pete and Lois Krier. |

Approve minutes. |
Schneweis moved, Hubbard seconded with all in favor, to approve the minutes of the October 11, 2011 council meeting, as written. |

Approval of agenda. |
Oberle moved to approve the agenda after moving one of the agenda items towards the top of the agenda. Schneweis seconded with all in favor. |
|
Payment of bills. |
After discussion, Hubbard moved to pay the November 2011 bills. Schneweis seconded with all in favor. |

Receive visitors. |
None at this time. |

Dept. head reports. |
The city building is settling badly in the NW corner. Some of the doors in the back will no longer close. We will try to get some bids on repairs. Continue on the December agenda. |

Midwest Energy. |

United Way books. |
Christina Hayes explained a new program being made available by the United Way of Central Kansas, called the Dolly Parton’s Imagination library. Once a month, this program will provide hardbound books for children, ages birth to 5, at no charge to the family. Donations are needed to fund this program. Call Christina Hayes or Pam Stiles for further information. |

Lease agreement w/school. |
Changes on the lease agreement were discussed. Attorney Suelter will take a few more terms back to the school for consideration. |

Verizon Wireless tower. |
Hubbard moved to adopt Resolution #11-1114A, which extends resolution #11-0412G an additional 180 days in which construction for the proposed project for the placement of a wireless communication tower. Oberle seconded with all in favor. |

Dilapidated structures. |
Richard Hayes will visit with Pete Krier about repairs etc that need to be done to the structures on his properties, to be in compliance with city ordinances. By council consensus, any repairs or demolition will be completed by January 12, 2012. |

Pickup bed liner etc. |
Michaelis moved, Shcneweis seconded with all in favor, to have Protint do the spray in bed liner, (cost $535.00) and to go to Bob’s Service Center to purchase the tool box, (cost $485.34 for a deep box or $408.36 for a standard tool box), and headache rack (cost $350.00). |

Executive session. |
Hubbard moved to go into executive session for 20 minutes for the purpose of discussing non-elected personal, from 8:30 to 8:50 PM, with the mayor, city council, city attorney, Robert Gunder and Patty Schmidt, asked to stay. The regular meeting was reconvened at 8:50 PM. No action was taken. |

Oberle moved to adjourn the meeting at 9:05 PM. Hubbard seconded with all in favor. |
