COUNCIL MEETING MINUTES
May 9, 2011

The governing body of the City of Claflin met in regular session, Monday, May 9, 2011 at 7:30 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Dan Michaelis and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Murine Prosser, Lois & Pete Krier, Richard Tennant, Kelly Nixon and Jeff Wasson | |||||||||||||||
| Approve minutes. | Schneweis moved, Michaelis seconded with all in favor, to approve the minutes of the May 9, 2011 council meeting as written. | |||||||||||||||
| Approval of agenda. | Oberle moved to approve the agenda with the removal of: #2 Danette Schartz, #9 Archery range, and #10 school lease contract. Schneweis seconded with all in favor. | |||||||||||||||
| Payment of bills. | After discussion, Schneweis moved to pay May 2011 bills. Oberle seconded with all in favor. | |||||||||||||||
| Receive visitors. | N/A | |||||||||||||||
| Dept. head reports. | The police department is sponsoring a Summer Safety Day at the park on Saturday, May 28th from 10:00 AM till 12:00 noon. | |||||||||||||||
| Council seat vacancy | Due to Mike Urban moving to the Mayor position, there is a vacancy on the city council. Richard Tennant, Jeff Wasson and Kelly Nixon have written letters expressing an interest in filling the vacancy. After discussion, Schneweis moved to appoint Kelly Nixon to fill the council vacancy. Michaelis seconded with all in favor. Kelly Nixon was sworn in. | |||||||||||||||
| All School Reunion. | The "All School Reunion" gave an update on the plans for the reunion. | |||||||||||||||
| CMB Application. | Michaelis moved to approve Edgar Jacobs CMB application for the "All School Reunion". Oberle seconded with all in favor. | |||||||||||||||
| Hazard Mitigation Plan | Schneweis moved to adopt Resolution 2011-0509, a resolution adopting the Barton County multi-jurisdictional hazard mitigation plan. Michaelis seconded with all in favor. | |||||||||||||||
| Ord. 11-0509A | Michaelis moved to adopt Ord. #11-0509A, which requires persons appearing with animals in public or on others lands to have a means to remove and to remove excrement deposited by said animal within Claflin Kansas. Nixon seconded with all in favor. | |||||||||||||||
| Summer help. |
After going over the applications, Nixon moved to
hire Daniel Gunder and Kendra Oberle for part time summer help.
Michaelis seconded with all in favor. By council consensus pay will be
$8.00 an hour.

| Appointments. |
Mayor Urban made the following appointments:
Urban announced the First Kansas Bank as official depositor for the city and named the Hoisington Dispatch as the official newspaper. Michaelis moved to reelect Kirk Schneweis as the council president. Oberle seconded with all in favor. Nixon moved to approve the appointments. Oberle seconded with all in favor. |

| Grade school/district office. |
The contractors working with H&B Cable would like to lease the school district office to use as their office for at least 6 months. Schneweis made a motion that the city would possibly be interested in leasing the district office after the paperwork is drawn up. Nixon seconded with all in favor. Suelter will contact them and see what they are willing to pay etc. A motion was made by Dan Michaelis, to create an ad hoc committee, for the purpose of planning for the transition of the grade school building to the city, defining the duties of the recreation commission and the city, determining the uses and potential uses of the facility and to carry out general planning for the facility, which committee shall be made up of Jeff Wasson, Kelly Nixon, Richard Hayes, Kristy Rupe and Casey Hubbard. The motion was seconded by Nixon and passed by a vote of 4-0. |

| Communication Radios. | All radios need to be narrow banded for the new system. There is one handheld, a base unit for the truck, one for the fire truck and 2 pagers for the storm sirens. After discussion, Schneweis moved to accept the Motorola bid for $1860.00. Nixon seconded with all in favor. | |||||||||||||||
| Pool. | The pool has a few repairs and some maintenance that needs to be done. The sand filters need to be cleaned out and the sand replaced. The diving board is cracked. The edge of the pool needs to be sandblasted and the entire pool painted. These maintenance and repairs will cost around $12,000.00. Schneweis moved to do these repairs and pay for them out of the Capital Improvement Fund. Michaelis seconded with all in favor. Included in the motion, the daily entrance fee is raised to $1.25 and a punch card will be 12 punches for $12.00. Family and single passes will remain the same at $75.00 and $35.00 respectively . | |||||||||||||||
