CITY OF CLAFLIN
COUNCIL MEETING MINUTES
March 12, 2012   

Present

The governing body of the City of Claflin met in regular session, Monday, March 12, 2012 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon, Leon Oberle and Dan Michaelis. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Murine Prosser, Lois Krier and Margaret Frisbee.

Approve minutes.

Nixon moved, Schneweis seconded, with all in favor, to approve the minutes of the February 13, 2012 and the February 27, 2012 council meetings, as written

Approval of agenda.

Hubbard moved to approve the agenda. Schneweis seconded with all in favor.

Payment of bills.

After discussion, Schneweis moved to pay the March 2012 bills. Oberle seconded with all in favor.

Receive visitors.

Prosser, Krier and Frisbee talked about activities being planned for the jubilee. They also asked if the city had anything to put in a time capsule. Last year the city donated $1500 toward the expenses for the "All School Reunion" and they wanted to know if the city would match that for the jubilee. Tabled to the April Meeting.

Dept. head reports.

Hayes would like to hire 2 part time summer helpers again this year. He will talk to the people from last year to see if they are interested in the job.

Hayes has drawn up a plan for the parking lot and the playground equipment at the new Community Center.

Review 215 4th Street. The yard has been cleaned up at 215 4th Street, but there is still work to be done on the structure.  Suelter will contact the property owner’s attorney.   Tabled to the April meeting.

CMB applications.

Michaelis moved to approve Mike Hirst’s (Beer:30) CMB applications. Oberle seconded with all in favor.

ADA requirement for swimming pool lifts.

The cost for a portable pool lift is around $6000.00. The pool cannot open with out one. Michaelis moved to purchase a portable lift and to pay for it out of the Equipment Reserve Fund. Hubbard seconded with all in favor.

Housing board appointment.

On a motion by Michaelis, seconded by Nixon, with all in favor, Murine Prosser was appointed to serve on the Claflin Housing Authority Board. She will fill the spot vacated by Charles Disque.

City Clean-up.

The city crew will be manning the trash bins most of the time during clean-up week.

CC bldg @ 220 2nd St.

Michaelis moved to demolish the Community Center building located at 220 2nd Street. Schneweis seconded with all in favor. The city will take it down this winter after there has been an asbestos inspection.

CC bldg @ 406 Main.

Millers of Claflin will donate the tile for the back splash at the Community Center.
An alcohol ordinance is not needed at this time.

Nixon moved to accept the job description for the cleaning person, with the addition of "Recommend to city any charges for clean up after an event". Hubbard seconded with all in favor.

Rules and regulations for the Community Center were tabled to the April meeting.

Hayes will check into a different locking system.

After discussion, the council decided to check the other bathrooms in the building, to see if the stools, mirrors, etc are in good enough shape to be moved to the bathrooms in the Community Center.

City Hall landscape.

Hayes drew up a landscaping plan for the city hall. It consists of removing 2 trees, pouring new sidewalk and curbing, putting in some edging and mulch, moving the bill board closer to the sidewalk and lighting it, and installation of a sprinkler system. Nixon moved to begin the project with the removal of the trees and pouring of the sidewalk and curbing. Oberle seconded with all in favor. The remaining parts of the project will be done over the next couple of years.

CI Plan.

Tabled to the May meeting.

Grade School Carnival Request.

The Grade School is having a carnival to raise money to purchase playground equipment for the elementary school. In the past the city has donated a family pool pass to the raffle and they requested we do so again. Hubbard moved, Schneweis seconded with all in favor to donate a Family Pool Pass.

Adjournment.

Oberle moved to adjourn the meeting at 9:13 PM. Nixon seconded with all in favor.
