COUNCIL MEETING MINUTES
July 11, 2011

The governing body of the City of Claflin met in regular session, Monday, July 11, 2011 at 7:30 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon, Leon Oberle and Dan Michaelis. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Jeff Wasson, Mel Waite and Randy Oeser. |
| Approve minutes. | Schneweis moved, Oberle seconded with all in favor, to approve the minutes of the June 13, 2011 council meeting as written. |
| Approval of agenda. | Budget will be moved to last on the agenda. Hubbard moved to approve the agenda as amended. Kelly seconded with all in favor. |
| Payment of bills. | After discussion, Nixon moved to pay the July 2011 bills. Hubbard seconded with all in favor. |
| Receive visitors. | N/A |
| Dept. head reports. |
The Intrepid is back in service.
The summer help is doing a good job.
The gray city pickup is starting to have transmission problems. |
| Street sealing | The County will seal for us again this year. We are planning on sealing 5th, 2nd, and D streets, which is about 10 blocks. Schneweis moved to approve Mayor Urban to sign the contract with Barton County. Oberle seconded with all in favor. |
| Pressure Control System. | By council consensus, the pressure control system will be budgeted for in 2012. |
| Semi parking in yards | City Attorney Suelter will draw up an ordinance to discuss at the August council meeting. |
| School buildings etc. | Included in the school buildings discussion: Separation of City and Recreation Commission responsibilities for the building. Cost of setting up part of the building for a Community Center. Cost of setting up a fitness center. Tabled until the August council meeting. |
| Baseball field repairs. | The cost for the repairs at the baseball field will be about $8,028.67. Nixon moved to approve that the money for the repairs will come from the Recreation Commission and the City will allow the city employees to help with the work, using city equipment when needed. Schneweis seconded with all in favor. |
| Budget. | Mel Waite is assisting with the 2012 budget preparation. There was discussion on revenues and expenditures. A special meeting will be held on July 18, 2011, at 7:30 PM for a budget work session. |
| Adjournment. | Michaelis moved to adjourn the meeting at 10:21 PM. Nixon seconded with all in favor. |
