The governing body of the City of Claflin met in regular session, Monday, January 9, 2012 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Joe Roesler and Jane Isern. |

Oberle moved, Hubbard seconded with all in favor, to approve the minutes of the December 12, 2011 council meeting, as written. |

Approval of agenda. |
Schneweis moved to approve the agenda. Nixon seconded with all in favor. |
|
Payment of bills. |
After discussion, Hubbard moved to pay the January 9, 2012 bills. Oberle seconded with all in favor. |

Receive visitors. |
None at this time. |

Dept. head reports. |
Well houses need some rewiring. Hayes will get bids for this. Steve Hickel is too busy to work on the new Community Center, so Larry Hekele will pick up the extra work. |

Memorandum of understanding between the rec/city. |
The council went over a memorandum of understanding between the Recreation Commission and the City concerning the responsibilities for the Grade School Building. A few changes will be made and taken to the Recreation Commission. Put on the February agenda. |

Salary Resolution & adjustment |
Nixon moved to adopt Resolution 12-0109, which establishes salary ranges for City of Claflin employees and establishes a policy for adjusting those salaries. Part time employees range is minimum $7.50 to maximum of $12.00. Each year part time pool employees and summer time city employees return they will receive a .25 raise. Hubbard seconded with all in favor. |

Friendship meals. |
A notice will be placed on the back of the water bills to see if there is any interest in Friendship meals in Claflin. |

City building repairs. |
Tabled to the February meeting. |
|
World Pest Control. |
Hubbard moved to accept the 3-year contract with World Pest Control to provide termite protection for the buildings at 119 Main and 406 Main. Schneweis seconded with all in favor. |

Insurance on 119 Main and 406 Main. |
Nixon moved to accept the insurance quotes from Alliance Insurance Group for functional replacement cost of $1,500,000 for the building at 406 Main ($5160 annually) and actual cash value of $175,984 for the building at 119 Main ($426 annually). Oberle seconded with all in favor. |

2011 Transfers. |
Schneweis moved to approve the following transfers for 2011: $5000.00 from general fund to
capitol improvement fund. Hubbard seconded with all in favor. |

Broken water line. |
By council consensus, the city will not pay Mike Stoss for a broken water line on one of his sprinkler systems. |

Oberle moved to adjourn the meeting at 8:53 PM. Schneweis seconded with all in favor. |
