The governing body of the City of Claflin met in regular session, Monday, February 13, 2012 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon, Leon Oberle and Dan Michaelis. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Charles Disque, Murine Prosser and Lois Krier. |
Approve minutes |
Nixon moved, Oberle seconded, with all in favor, to approve the minutes of the January 9, 2012 council meeting, as written |
Approval of agenda. |
Schneweis moved to approve the agenda. Hubbard seconded with all in favor. |
Payment of bills. |
After discussion, Oberle moved to pay the February, 2012 bills. Schneweis seconded with all in favor. |
Receive visitors. |

Charles Disque. |
Mr Disque has enjoyed being on the housing board for 20
years, but he feels it’s time to resign. The mayor expressed his
gratitude for all Charles’s volunteer work over the years.
Michaelis moved to accept Mr. Disque’s resignation from the housing
board and expressed the city’s appreciation for all his service.
Oberle seconded with all in favor. |
Claflin’s 125th. |
Many activities are being planned to celebrate Claflin’s 125th. The celebration will be held on Saturday, May 26, 2012. |
Rec/city memorandum. |
Hubbard moved to adopt the memorandum of understanding between the City of Claflin and the Claflin Recreation Commission. Nixon seconded with all in favor. |
Community
Center
|
The following rental fees, for the new Community
Center, have been recommended by the community center/rec. committee:
Kitchen & small room $ 75.00. Kitchen & small room & big hall $175.00. ($150.00 deposit) Kitchen & small room & big hall & gym $300.00. ($150.00 deposit) Hubbard moved to accept the committee’s recommendation. Nixon seconded with all in favor. |
Alcohol @ CC. |
Continued to the March meeting. |
Loan for CC remodeling. |
Nixon moved to give Atty. Suelter authority to form an LLC, so a loan of up to $70,000, can be obtained for the remodeling at the new Community Center. Hubbard seconded with all in favor. Schneweis moved to pay the S&H Lumber bill, in the amount of $31,942.00 out of the general fund. The general fund will be reimbursed as soon as the loan goes through. Michaelis seconded with all in favor. |
New CC. |
Schneweis authorized expenditures of $3,189.97 for
appliances for the new Community Center and $1,146.28 with $582.32, for
installation of more flooring. Michaelis seconded with all in favor.
A job description, for the cleaning person for the new Community Center, will be discussed at the March meeting |
City bldg repairs. |
Due to increased settling of the foundation in the NW corner of the city building, the city requested a bid from Kansas Basement and Foundation Repair. The bid is $11,000. It has been suggested that dirt needs to be brought in and some guttering and downspouts need to be put on the building to see if getting the water away from the building will help with this problem. After discussion, Michaelis moved to bring in dirt and put up guttering and downspouts and then see if settling gets any worse. Oberle seconded with all in favor. |
Resolution 12-213. |
Hubbard moved to adopt Resolution 12-213, which establishes a policy concerning hourly rates of pay for lifeguards and the reimbursement of certain training certification expenses for person employed as lifeguards. Nixon seconded with all in favor. |
Clean up week. |
City clean up will be held April 28 through May 6. |
ADA requirement for swimming pool lifts. |
The ADA is requiring that all public swimming pools are made accessible to people with disabilities. To be in compliance, Claflin will need to purchase a pool lift. Hayes will get some information on the cost of a pool lift for the March meeting. |
After Prom party donations. |
The CPHS After-Prom Party Committee is requesting donations for the After Prom Party. Michaelis moved to donate $50, Nixon seconded with Michaelis, Nixon, Oberle and Schneweis in favor. Hubbard abstained. |
Holyrood Park. |
Holyrood Park Committee is raising money for the purchase of new park equipment. They asked the City of Claflin to donate a couple of pool passes. The request died for lack of a motion. |
Executive session. |
Nixon moved to go into executive session for 15
minutes for the purpose of discussing non-elected personal, from 9:03
to 9:18 PM, with the mayor, council and attorney asked to stay. The regular meeting was reconvened at 9:18 PM. No action was taken. Hubbard moved to go into executive session for another 10 minutes for the purpose of discussing non-elected personal, from 9:18 to 9:28 PM, with the mayor, council and attorney asked to stay. The regular meeting was reconvened at 9:28 PM. No action was taken. |
Salary adjustment. |
Hubbard moved to raise wages for Gunder and Schmidt, 2% retroactive to October 12, 2011. Nixon seconded with all in favor. |
Adjournment. |
Michaelis moved to adjourn the meeting at 9:30 PM. Oberle seconded with all in favor. |
