COUNCIL MEETING MINUTES
December 12, 2011

The governing body of the City of Claflin met in regular session, Monday, December 12, 2011 at 7:00 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Dan Michaelis and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Jeff Wasson, Joe Roessler, Matt and Cathy Soeken. Kristy Rupp arrived at 7:24 PM and Kelly Nixon arrived at 8:10 PM.

Aprove minutes.

Michaelis moved, Oberle seconded with all in favor, to approve the minutes of the November 14, 2011 council meeting, as written.

Approval of agenda.

Hubbard moved to approve the agenda. Oberle seconded with all in favor.

Payment of bills.

After discussion, Schneweis moved to pay the December 2011 bills. Hubbard seconded with all in favor.

Receive visitors.

None at this time.

Dept. head reports.

In a few weeks we will be switching to a system, which will send a signal to the water wells telling which one to click on.

The school bus drop off point has been moved from the corner of Williamson and Main to in front of the old Catholic School building.

The "If you can’t stop smile as you go by" sign will be repaired and replaced on 156 highway.

Gary Vaughan has returned to work.

Hearing on Roessler property.

The public hearing for the structure located at 215 4th Street opened at 7:15 PM. Joe Roessler, owner of the structure, does not believe the structure is a danger to anyone. Hayes cited several reasons why he believes the structure to be unsafe and uninhabitable. Michaelis moved to close the public hearing. Schneweis seconded with all in favor. Hubbard moved to pass Resolution #11-1212, which finds the structure located at 215 4th street to be an unsafe and dangerous structure and directs it be removed by the owner in a directed amount of time. If not done, the city can cause the structure to be removed. Michaelis seconded with all in favor.

Soeken’s water leak.

Due to a water leak, Cathy Soeken asked the city to make an adjustment on the water bill at 403 Main. The water has been shut off and the leak will be fixed before the meter is turned back on. Hubbard moved to forgive all but $10.00 of the water bill. Michaelis seconded with all in favor.

Lease agreement w/school.

Changes on the lease agreement with the school were discussed. Hubbard moved to accept the lease agreement and give the Mayor permission to sign the agreement, with the city to take possession of the building 1/1/12. Michaelis seconded with all in favor.

Rec & City agreement on the school building.

After discussion, Schneweis moved to have the city attorney draw up an agreement between the Recreation Commission and the City of Claflin. The agreement will outline the responsibilities of the lessee. Michaelis seconded with all in favor.

Salary Res & adjustment

Hubbard moved to table the salary resolution and salary adjustment discussion to the January meeting. Schneweis seconded with all in favor.

CMB applications.

Schneweis moved to approve Bailey’s Food Bin CMB application. Oberle seconded with all in favor.

City building repairs.

Tabled to the January meeting.

55+ drivers needed.

An ad will be placed on Channel 3 looking for volunteers to drive the 55+ car.

Adjournment.

Michaelis moved to adjourn the meeting at 8:15 PM. Oberle seconded with all in favor.
