August 8, 2011 

2012 Budget hearing & Budget amendments.

The public hearing for the 2012 budget opened at 7:30 PM. The mill levy for the 2012 budget increased slightly from 2011 to make it possible for the city to put some money into the reserve funds.
 Schneweis moved to close the budget hearing. Nixon seconded with all in favor.


The governing body of the City of Claflin met in regular session, Monday, August 8, 2011 at 7:37 PM in the city building.
 Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon, Leon Oberle and Dan Michaelis. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Mel Waite, Tina and John McGuire, Urban Oberle and Robert Kelly.
Approve minutes. Hubbard moved, Oberle seconded with all in favor, to approve the minutes of the July 11, 2011 council meeting as written.
Approval of agenda. Budget amendment will be first on the agenda. Schneweis moved to approve the agenda as amended. Hubbard seconded with all in favor.
Payment of bills. After discussion, Oberle moved to pay the August 2011 bills. Nixon seconded with all in favor.
Receive visitors. McGuires questioned if semis will be allowed to be parked in yards. The city attorney will have an ordinance at the September council meeting, which will address semi parking and weight limits allowed on the city streets.
Dept. head reports. Hayes received bids for a new pickup. After discussion, Nixon moved to purchase a pickup from Marmie Ford for $17,909.00. Michaelis seconded with all in favor. This will be paid for out of the Sewer Reserve Fund.
 
By council consensus, the city will purchase a basic cell phone plan for the city guys. This should stop work calls from coming to their personal cell phones.
 
Hayes is working on getting the parochial school building fixed so bats can no longer get in.
Adopt Budget Amendment.  
Adopt 2012 Budget.
Junk Vehicles. Due to a shortage of funds, Robert Kelly requested 2 weeks to remove one of the vehicles and a month to get a current tag on the other vehicle. Tabled to the September 12th meeting.
Dilapidated structures. The city will do the clean up at 3rd and Albro and bill the owners.
Contract w/school. The lease agreement with the school was discussed and the city attorney will take some changes back to the school’s attorney. Tabled to the September meeting.
Tour of the grade school building. A tour was taken of the grade school building. Plans for the building were discussed during the tour. More discussion at the September meeting
Adjournment. Michaelis moved to adjourn the meeting at 9:30 PM. Nixon seconded with all in favor.
