COUNCIL MEETING MINUTES
April 9, 2012

The governing body of the City of Claflin met in regular session, Monday, April 9, 2012 at 7:30 PM in the city building. Present were: Mayor Michael Urban, Councilpersons Kirk Schneweis, Casey Hubbard, Kelly Nixon and Leon Oberle. Also present: City Attorney Bob Suelter, City Clerk Patricia Schmidt, Robert Gunder, Richard Hayes, Murine Prosser, Lois & Pete Krier, Mark Radenberg, Casey & Cassidy Smith and Curtis Wolf.

Approve minutes.

Schneweis moved, Oberle seconded, with all in favor, to approve the minutes of the March 12, 2012 council meeting, as written.

Approval of agenda.

Hubbard moved to approve the agenda. Nixon seconded with all in favor.

Payment of bills.

Oberle moved to pay the April 2012 bills. Hubbard seconded with all in favor.

Receive visitors.

Pete Krier and Mark Radenberg, members of the Claflin Lions Club, voiced an interest in maintaining the old Community Center building. In March, the city council voted to demolish the building. The council will consider and discuss at the May meeting. Hayes will make a list of repairs and maintenance that need to be done on the building.

Dept. head reports.

Wetlands Update.

Curtis Wolf, site manager at the Kansas Wetlands Education Center, gave an update on what’s going on at the KWEC. He was happy to report the number of contacts in 2011 showed an increase of 36% over 2010 and they hope to increase it even more in 2012.

Insurance.

There is a $9,408.00 increase in the city’s insurance, mostly due to the purchase of the grade school building and the district office. Cody Smith went over the policy and answered questions. Schneweis moved to pay the insurance premium, $28,650.00. Hubbard seconded with all in favor.

Jubilee.

The committee for the jubilee asked if the city would donate $1500.00 toward expenses for the jubilee. Nixon moved to contribute $1500.00, Schneweis seconded with all in favor.

Review 215 4th Street.

The required work has not been finished on the property at 215 4th Street. Suelter will contact the property owner’s attorney. Tabled to the May meeting.

Canine conference.

By council consensus, the Barton County Sheriff’s office can use the old grade school building for the canine conference, which will probably be held on Wednesday May 2nd.

New Community Center.


The address for the new Community Center is 409 A Street. By council consensus, the rules and regulations for using the Community Center were approved.

The locking system at the new Community Center will cost under $500.00 to change 15 outside locks and get keys that cannot be duplicated.

The toilets will not be replaced, only new toilet seats needed.

Cleaning person applications. After going over the Community Center Cleaning Person applications, Nixon moved to hire Debbie Urban. Schneweis seconded with all in favor. Schneweis moved to pay $15.00 an hour.
Hubbard seconded with Schneweis, Oberle and Hubbard in favor. Nixon opposed.

119 Main.

If anyone is interested in renting the building at 119 Main, they can still submit a bid for the council to consider.

Dilapidated bldg report.

Hayes gave a report on 5 structures considered dilapidated. Tabled to the May meeting.

Recreation commission vacancy.

Urban appointed Kelly Nixon to the Recreation Commission for a 4-year term. Hubbard moved to approve the appointment. Schneweis seconded with all in favor.

Adjournment.

Nixon moved to adjourn the meeting at 9:23 PM. Oberle seconded with all in favor.
